Referee Assigning Service

Water Polo Academy Referee Assigning Service

As part of the Water Polo Academy instructional system for referees, we are offering the Referee Assigning Service. The WPA Referee Assigning Service provides a non-officiating Head Referee as well as a complete staff of referees, all of whom are trained and certified by the WPA. There is no fee for this service.

The basic components of the service are as follows:

Head Referee – Event Delegate:

The first individual assigned to an event is staffed by the WPA Assigning Service is the Head Referee. This individual provides the following services:

1)      Pre-event technical meeting. At the pre-event meeting with all the coaches (and any athletes who desire to listen), the Head Referee will:

a.       Explain any specific instructions the referees have received (facility ground rules, that sort of thing);

b.       Briefly go over the kinds of things the referees will do that may be of interest to the coaches (and athletes);

c.       Answer questions related to current referee instructions;

d.       Describe the process by which the referees will be graded and how this will have an impact on the games to which they are assigned;

e.       Describe the procedures which the coaches (and athletes) may (and may not) use to interact with the Head Referee (and thus indirectly with the referees themselves) about how the games are whistled;

2)      Continued oversight of the scoring table and the official score sheet;

3)      Continued oversight of the clocks and the game timers;

4)      Provide final authority on rules and provide input to the hosts about what should be done if a rule is not properly followed;

5)      Observe every game and grade the performance of each referee on each game;

6)      Sharing (via discussion) of these game grades with any participating Head Coach;

7)      Provide the host with a final procedural event report;

8)      Provide the host with a summary financial invoice.

Referees:

The WPA Assigning Service works with the host to identify the proper number and level of referees for the event being staffed. Referees are selected solely from those on the WPA referee list. It is important to note that this is a public process whereby referees are listed by level and accomplishments. It is up to the host to determine what is needed for the event being staffed. The following guidelines will be used (in an interactive process) to staff any given event:

1)      Number of referees – depending on the level of the games, whether or not the host elects to run standard games with 8-minute periods), and the pool environment, referees can be expected to handle at least 4 games, but not more than 8 games, per day;

2)      Level of referees:

a.       Mostly depending on the level of the games, referees are normally assigned only from those who have met Level III, Level IV, or Level V requirements;

b.       Referees who are Level I or Level II may petition the Head Referee to be allowed to attend the event for selective on-deck evaluation, but always when partnered with a more senior referee;

Costs And Obligations Born by the Host When Using the WPA Assigning Service:

The host has the following costs and obligations when using the WPA Assigning Service:

1)      Head Referee / Delegate

a.       Daily stipend – $150;

b.       Per diem – $50;

c.       Travel – not to exceed $250

                                                               i.      RT airfare;

                                                             ii.      Driving mileage at $0.30 per mile;

d.       Hotel or motel housing

                                                               i.      Single room; OR

                                                             ii.      Housing allocation not to exceed $110 per night

2)      Referees

a.       Per game, per referee:

                                                               i.      Open games – $30;

                                                             ii.      18U games – $25;

                                                            iii.      16U games – $20;

b.       Per diem – $50;

c.       Travel – not to exceed (RT airfare or driving at $.30 per mile):

                                                               i.      Level III referee – $75;

                                                             ii.      Level IV referee – $125;

                                                            iii.      Level V referee – $200

d.       Hotel or motel housing

                                                               i.      Two referees per double room; OR

                                                             ii.      Housing allocation not to exceed $60 per referee per night

3)      Misc

a.       If necessary, one shared rental car per three to four individuals;

b.       Water and light refreshments at the pool;
