Time outs

Team A scores a goal.  The coach of Team A then calls a time out before the teams line up.

Rule 12.1 provides "A timeout may be requested at any time, including after a goal, by the coach of the team in possession of the ball calling "timeout" and signalling to the secretary or referee with the hands forming a T-shape."

The rule clearly says that a timeout can be called after a goal, but it also limits the timeout to the coach of the team in possession of the ball.  Team A does not have possession of the ball, having just scored a goal.

Should a penalty foul be granted to Team A?
