pushing off with shoulder

I have a question about whether a technique I've been seeing at club level is legal or not.  The attacker has the ball.  The defense initiates contact.  The attacker turns her back to the defender and breast stroke kicks, backing into them, then pushes off with the shoulder (not hands, not elbows)  and steps out to make space and pass...  Is this a foul?
